The Tanzania Communication and Development Center (TCDC) is a Tanzanian NGO formed as a spin-off of the Johns Hopkins Bloomberg School of Public Health Center for Communication Programs (JHUCCP), empowering Tanzanian households and communities through social behavior change communication (SBCC), SMART Advocacy strategy and social development. TCDC’s mission is to strengthen Tanzanian institutions and to support the government of Tanzania in its use of communications, social marketing, and social development strategies in the areas of health and education to improve the lives of Tanzanians.

TCDC consists of team of over 40 staff, public health, behavior change and advocacy professionals with decades of collective experience in implementing large-scale SBCC and Advocacy programs on malaria, HIV/AIDS, family planning, safe motherhood, nutrition, Tuberculosis and Voluntary Medical Male Circumcision in Tanzania. TCDC currently has operations in the following regions; Lindi, Tanga, Mtwara, Ruvuma, Kagera, Kigoma, Geita, Katavi, Shinyanga, Simiyu, Mwanza, Mara, Tabora, Singida, Arusha, Pwani, Tabora, Kagera, Morogoro, Manyara regions and Zanzibar islands. Each of these regions were overseen by a regional manager, who is responsible for working with sub-granted CBOs to ensure that TCDC’s SBCC activities are being implemented in each village, ward, and district in the region.

TCDC’s approach works by deploying “external interventions” such as media, as well as “community-initiated” interventions such as mid-media and community level actions through community-based organizations (CBOs) and village-level health workers and volunteers. Working with RHMT in the Regional level also we are working with Local Government such CHMT in the District level, CHW in the ward level and Village Volunteers in the village level. This, coupled with our extensive network of over 10,000 community health workers throughout the country (Tanzania Mainland), ensures that TCDC programming remains effective at the local level.

In the past 6 years TCDC has been working through sub-granting to 83 community-based organizations (CBOs) to implement community mobilization and engagement activities working with Community Health Workers (for their actions we also call them Community Change Agents (CCAs) promoting positive health behavior on Water-borne diseases, malaria, HIV/AIDS, family planning, safe motherhood, TB, WASH and nutrition. TCDC’s sub-granting approach provides the flexibility to respond to district priorities set through council comprehensive health plans (CCHPs). As a result, TCDC is able to focus activities to address locally relevant issues.

This approach takes place by considerable emphasis on building the capacities of our partners. Our regional managers serve in a supervisory role, and provide on-the-job training to our local partners to improve management capacity and accountability. These approaches are however, not mutually exclusive. They complement each other.
