The Tanzanian Government is implementing the second phase of the Productive Social Safety Net (PSSN) program as one of the Government’s key strategies to operationalize the social protection agenda in Tanzania. PSSN II is a union program that is implemented in mainland and Zanzibar in Villages/Mitaa/Shehia in all 187 Project Authority Areas (PAAs) with beneficiaries 5,180,940 of which 56.0 percent are females and 44.0 percent are males. The total number of households is 1,375,107 households. Children under five are 362,888 and between 6 – 18 years of age is 2,139,500.

The objective of PSSN program is to improve access to income earnings opportunities and socio-economic services for targeted households, while enhancing and protecting the human capital of their children.

The PSSN II programme acknowledges the need for a strategic action towards addressing nutrition amongst the children in the PSSN program. In Tanzania the rate of chronic malnutrition is high with 34 percent of children under five being stunted. It is noted that poverty is one of the root causes for malnutrition. Social protection safety net programs can be one channel to address immediate, underlying, and basic causes of malnutrition because solving the problem of malnutrition is a social rather than a technical issue (thus requires addressing fundamental social inequities. According from the (Tanzania National Nutrition Survey, 2018) although child stunting has decreased significantly from 50% in 1996, levels remain “very high” at 31.8%, with some mainland regions exceeding 40%. Wasting also remains a problem, although levels have fallen dramatically from 27% in 1996 to 3.5% in 2018 Key immediate drivers of child undernutrition are maternal undernutrition (28.8% of women of reproductive age are anemic), low birth weight (6.3%), and poor infant and young child feeding (IYCF) practices. Only 53.5% of mothers initiate breastfeeding early, 58% exclusively breastfeed their infant under six months of age, and only 30.3% of children aged 6-23 months have a minimum acceptable diet (Tanzania National Nutrition Survey, 2018.) In Zanzibar, stunting among children under 5 declined by 12% from 24.4$ in 2014 to 21.5% in 2018. Similarly, acute malnutrition declines from 7.2% in 2014 to 6.1% in 2018. Exclusive breastfeeding of infants under six months in Zanzibar was 30%.

Stawisha Maisha

Stawisha Maisha (SM) is a peer group membership social behavioral change initiative designed to build the capacity of cash recipients in terms of infant and young children feeding practice. Stawisha Maisha’s main objective rests in the creation of experiences that foster and develop a sense of self-efficacy, knowledge, skills, and motivation around nutritional practices that are proven to improve transformative nutrition outcomes.

The pilot programme was implemented in Mbeya DC (Tanzania mainland) and in Kaskazini B district, Kaskazini Unguja region in Zanzibar in 2018-2019. In Mbeya DC, it included 107 sites and 793 SM groups were formed, while in Kaskazini B there were 20 sites, and 291 SM groups were formed. A recent SM evaluation found that 6 Stawisha Maisha sessions yielded significant increases in participants’ knowledge on feeding practice for infants and young child, as well as exclusive breastfeeding for 6 months, and pregnant women’s diet.

The end of pilot review recommended a national scaling up to build up on the lesson observed on increased knowledge and motivation for usage of improved maternal and infant and young children feeding practice. The review notes that there was an increased self-confidence and self-efficacy including to strengthen family goals and aspirations for child development.

The scale design for the Stawisha Maisha will target only mothers / primary caregivers from rural TASAF PSSN cash transfer beneficiary households that include U5 children (U5BHHs). The total expected numbers is 300,000 rural beneficiary households with under-five children.

The main objective is to reduce nutritional stunting through improved maternal, infant and young child feeding practices. Pathways to reach the desired change include, in addition to knowledge, increased self-efficacy, peer support, and openness to learning and change; increased aspiration for self and child(ren); improved skills for planning and goal setting, problem-solving, and increased resilience in the face of challenges and setbacks.

The methodology, Stawisha Maisha shall be both a radio platform and a network of small in-person peer-led radio listening groups. A weekly broadcast radio magazine programme uses entertaining content to engage participants, embedding a variety of methodological approaches designed to influence social norms and individual behavior to promote adoption of nutrition behaviors that reduce and prevent stunting. Social modelling is the principal SBC methodology employed.

How can you make a difference?

Support TASAF in designing the roll out plan, implementation, and integration of Stawisha Maisha (SM) into PSSN, including SM’s evaluation design and implementation Provide technical support in the implementation of Stawisha Maisha at national scale, identifying key work steps and processes, persons responsible, resources required, and timeline for each stage of implementation.

Specific Tasks:

1. Provide technical support and supervision for the finalization of SM radio programme Series One:

  • Recruit writer or writers to complete Series One scripts
  • Provide creative and technical advice and supervision to contracted writer(s) for completion of Series One scripts for serial drama and complementary features
  • Support recruitment of radio production company and provide creative and technical inputs for production of 26 pre-recorded programmes for Series One
  • Design Series
  • One field-tests activities; support implementation; assess results and recommend needed changes

2. Work closely with TASAF to develop distribution plans for radio equipment and group toolkits and record-keeping systems for same. Support TASAF to design system for trouble-shooting common equipment problems / radio repairs.

3. Support TASAF in the formation of groups: carry out mapping of eligible households using universal register of beneficiaries; create SM site profiles; Design and develop simple guideline for formation of SM groups; Support TASAF to ensure membership recordkeeping systems are in place / database of members created.

4. Analyze training needs of TASAF cadres and produce training outline and content for simple training materials.

5. Develop launch plan and supporting communication materials for series one and support launch implementation

6. Provide technical support for development of Series Two and Three radio programme content:

  • Develop TOR for individual writer or company to develop radio scripts for total 78 thirty-minute programmes (series 2 and 3) comprising serial drama and complementary features.
  • Develop creative brief for contractor to ensure continuity of characters and key storylines from Series One; provide creative and technical script advice and supervision through completion of Series Two and Three scripts for serial drama & complementary features (78 programmes)
  • Develop ToR for company for production of 78 pre-recorded radio programmes for series 2 and 3
  • Provide creative and technical inputs for production of Series Two and Three
  • Design field-tests activities for series two and three; support implementation; assess results and recommend needed changes

7. Develop content for print materials for SM members toolkit for radio listening: updated branding kit, radio care and operation instruction card, radio dust cover / carrying bag, group register, pen, membership cards, visual aide memoire for key messages.

8. Provide creative and technical inputs to graphic designer to produce final materials

9. Develop ToR for ICT monitoring and interactive radio partner; advise on selection of same; Work with contractor to ensure design, development and testing of effective system to meet needs of SM / TASAF ; ongoing analysis and application of findings to improve programme quality / effectiveness

10. Provide technical support and inputs to SM evaluation research team.

11. Support TASAF to develop field monitoring plan and tools for use by field cadres; provide technical support for monitoring and analysis; make recommendations for correction / improved implementation.

12. Document the process and lessons that led to successful transition from UNICEF funded project into a fully integrated and funded national program (12 – 15 pages).

To qualify as an advocate for every child you will have…

  • At least 15 years’ professional experience in strategic communication, including Social and Behavior Change well as advocacy and public information; research experience related to strategic communication, including experience designing, implementation and monitoring of broader national SBC radio programs interventions; experience using qualitative methods in large-scale complex research designs especially relevant; developing creative concepts and supervising creative production
  • Demonstrated leadership in designing SBC radio programs and community lead initiatives in developing country context, preferably in Africa region
  • MA degree in a related subject area such as communication, anthropology, community psychology, social marketing, instructional design; interdisciplinary work is especially relevant
  • Strong conceptual, writing and analytic skills
  • Experience of working within the framework of social protection programmes preferred.

PAYMENT SCHEDULE.
Payments will be made upon submission and acceptance of the specified deliverables in the table above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

METHODOLOGY
This assignment shall be conducted in the period of one year, both remotely and in country depending on the deliverables.

ASSESSMENT / SELECTION PROCESS AND METHODS

  • Evaluations: The applicant should submit both technical and financial proposal which clearly stipulate how the work will be conducted. The Financial Proposal should include all costs of this assignment including fee, travel costs, accommodation as UNICEF will not pay any DSA.
  • Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will put clear his/her technical approach to ensure quality attainment of each deliverable and the consultancy in totality. The financial part will carry 25% showing the proposed budget breakdown of consultancy cost for each deliverable (fees, travels and accommodation) and eventual total consultancy cost.
  • Technical proposal will be evaluated on the following the criteria:

MEDICAL EVACUATION COVERAGE.
The consultant will be required to submit the proof of medical/Health Insurance with medical evacuation coverage.

REPORTING
The consultant will work under the supervision of the Chief WASH.

LOCATION & DURATION
The consultancy is based in Dar es salaam and a consultant will work remotely and at TASAF field locations. The consultancy will cover a period of 160 working days from December 2022 – November 2023 whereby 60 percent in Tanzania and 40 percent remotely.
