SOCIAL AND BEHAVIOR CHANGE (SBC) SPECIALIST

1. Project Background:
The Scaling Up Nutrition Program is a cross-ministry and multi-donor program to reduce stunting in Zambia through implementation of the Government of the Republic of Zambia (GRZ) 1,000 Most Critical Days Program.

SUN TA provides support and direct technical assistance to sub-national local government departments in target districts to plan, implement, coordinate, and monitor integrated nutrition-sensitive and nutrition-specific activities to reduce the rate of stunting among Zambian children under two and improve the nutritional status of pregnant and lactating mothers. USAID has identified two main objectives that address stunting, including (1) Adequate Quantity and Quality of Dietary Intake among Target Groups; and (2) Adequate Health Conditions for Biological Utilization of Nutrients. SUN TA interventions increase access and availability of safe, diverse, nutritious food; adoption of better child feeding and household hygiene practices; and access to improved health, water and sanitation services. The project prioritizes sustainability by improving intra-household joint decision making and building the capacity of local government and their stakeholders to ensure coordination, accountability, and learning, following the Scaling Up Nutrition model.

3. Objective:
The Social and Behavior Change (SBC) Specialist will oversee and provide technical leadership in the planning, development, implementation and monitoring of SBC interventions across program technical areas in close cooperation with technical staff, monitoring, evaluation and learning team, senior management, implementing partners, stakeholders, USAID and other donors operating in Zambia. Under

4. Tasks and Responsibilities:

  • Implement and oversee SBC interventions (as outlined in SUN TA SBC strategy) in 13 districts including providing SBC quality assurance, training and support to on-the-ground implementers.
  • Review and conduct, as needed, audience research to identify barriers and enablers for behavior change.
  • Develop and adapt, as needed, all relevant SBC-related strategies, materials and tools in close collaboration with technical staff, stakeholders and USAID. Lead pre-testing and/or field testing of strategies, content and materials and revise them accordingly, ensuring that strategies, content and materials reflects the current context in focal districts and global best practices.
  • Manage relationships with SBC partners in country including supervising creative development of interpersonal communication materials, print, mobile and electronic media, and plan and execute media buys.
  • Conduct training sessions for project staff and partners to strengthen capacity in behavior change methodologies and their integration and application/use.
  • Contribute to project documents including (but not limited to) annual work plans, quarterly, annual and special project reports, tools and indicators for monitoring and evaluation, success stories and other documentation of learning and sharing of lessons learned.
  • Provide technical assistance to project staff, stakeholders, partners and others, as needed.
  • Incorporate elements of Collaborating, Learning and Adapting (CLA) across districts to provide input into adapting and re-planning program implementation during the project.
  • Document lessons learned related to SBC, evaluate impact and modify SBC approaches as needed.
  • Where possible, assist in knowledge sharing and partner collaboration efforts including but not limited to, working in close collaboration with the NFNC, USAID SUN LE, and all SUN partners on SBC strategies.
  • Assist in monitoring and evaluation (M&E) of SBC activities.
  • Perform other relevant duties as assigned.

5. Reporting and Supervision:

The Social and Behavior Change (SBC) Specialist will report to the Deputy Chief of Party (DCOP).

6. Qualifications:

Qualifications:

  • Bachelor’s Degree or its International Equivalent – in Education, Health, Human Development, Information Science, International Development, Social Sciences or Related Field; advanced degree/Master’s preferred.
  • Minimum 5 years of experience working in strategic behavior change for health and development in Zambia.
  • Experience developing behavior change strategies, activities and materials in a combination of health and nutrition, agriculture and livelihood, water hygiene and sanitation, and gender.
  • Applied knowledge/use of evidence-based behavior change practices.
  • Demonstrated capacity to develop and disseminate SBC activities and materials with an emphasis on low literacy/rural audiences.
  • Experience as a trainer and demonstrated success in sharing information to target populations and communities, as well as for stakeholders, implementing partners, USAID and other donors.
  • Knowledge of local Zambian language(s) (preferred)
