TERMS OF REFERENCE

DEVELOPMENT OF WEB-BASED DATA MANAGEMENT PLATFORM AND
MOBILE PHONE APP FOR MONITORING BLAST-FISHING IN COASTAL

WATERS OF TANZANIA

Introduction

USAID Heshimu Bahari (Respect the Ocean) project has awarded WWF a grant to address Blast fishing issues in the southern coast of Tanzania mainland. Blast fishing is a highly destructive, illegal method of catching fish that uses explosives to send shock waves through the water, stunning or killing fish which are then collected and sold. Blast fishing can be lucrative: both from the sale of the fish caught and also from the trade of illegal explosives. Improvised explosive devices may explode prematurely and have been known to injure or kill the person using them, or innocent bystanders. Government enforcement resulted in a substantial drop in blast fishing during the period 2016-2018, and since mid-2018 blast fishing levels in Tanzania have been at their lowest for decades. Gathering data on the location, timing and number of explosions over time is essential to be able to understand exactly when and where blasting occurs

MAIN OBJECTIVE OF THE ASSIGNMENT

The overall goal is to reactivate, and update as needed, the TBMN mobile phone app and web-based data management platform to re-enable monitoring of blast fishing in the coastline of Tanzania.

QUALIFICATIONS & SKILLS

The firm/organization for this assignment should possess the following qualifications and skills:

  • Software development expertise with not less than 5 years’ experience in working on mobile phone applications and web-based data management platforms.
  • Prior experience with developing and providing monitoring support for environmental and or marine management resources preferred
  • Experience on Software development on illegal fisheries incidents (particularly on blast fishing)
  • Ability to train data collectors, users and system maintenance throughout the project life time
  • Flexibility to provide support to users of the software at any time of the day throughout the lifetime of the projec

EXPECTED DELIVERABLES.

Mobile phone app (android compatible)which enables:

  1. recording of the real time of logging in and out by beach recorders on each sampling day
  2. beach recorders to record each blast with a single button tap and confirmation.
  3. automatic recording of time and location (of the recorder) for each blast record

METHODOLOGY

The firm will employ various methods, including the computer desk work for development of software to ensure this work will be centrally coded and later Train up to 10 representatives of WWF, USAID Fleshimu Bahari, Mwambao NGO staff on data collection and enumerators form various parts.
